Statement
Mobile navigation shall inherit menu items from the Primary Menu by default and shall support override via a dedicated mobile menu configuration when a distinct item set is required.
Rationale
Keeping mobile and desktop menus in sync by default eliminates a common maintenance burden; the override path handles cases where mobile requires a simplified or restructured item set.
