Statement

The mobile navigation experience shall include a panel/drawer-style interaction model. Relying solely on layout reflow of the main menu is not sufficient.

Rationale

Panel/drawer navigation provides a distinct, accessible mobile UX pattern that avoids the visual and usability problems of simply reflowing a horizontal menu into a vertical stack.
