Statement
The theme shall provide an optional git-based CMS (Sveltia CMS) for browser-based editing of pages, articles, and fragments. The CMS shall be disabled by default with zero build cost when off.
Rationale
Content editors need a browser-based interface to create and edit content without touching code. Sveltia CMS commits directly to the Git repository via OAuth — no server or database required. Delivered by PLN-27.
