Statement
External link indicators (icon and screen-reader announcement) shall be automatically applied only to links rendered through the markdown/MDX content pipeline. Component-rendered and navigation links shall use the ExternalLink component for explicit opt-in.
Rationale
Global CSS-based external link treatment was removed because it incorrectly applied icons to navigation, buttons, and UI links. Pipeline-scoped treatment targets only long-form content where the indicator is meaningful. Delivered by WP-C9 (D-C9-11).
