Statement
Semantic z-index tokens shall be defined for layered UI contexts including dropdown, sticky, overlay, modal, and toast layers. Components shall resolve stacking from these tokens rather than ad-hoc z-index values.
Rationale
Z-index conflicts are one of the most common and painful sources of visual regression in component-heavy UIs. Named stacking layers make intent explicit and prevent collisions across independently developed components.
